In the space of a few weeks, we have watched as hurricanes and earthquakes have wreaked havoc and devastation in the southern part of our country and in neighboring nations. In Houston, Florida, Mexico City, Puerto Rico and elsewhere, recovery and rebuilding efforts will be longstanding and extremely costly.
